I just had this problem installing the client software on one of my older IBM M50 desktops. It appears that this file in the windows/system32 directory may have been compromised by a previous application on this computer. A good file had a 2004 date on my other desktops. This one somehow had a 1998 modification date which was wierd. The file also had capital letters in it's name as opposed to small letters. I simply used Windows Explorer to copy a good richtx32.ocx file from my good desktop to the one having problems installing the software. The Webtransceiver program loaded and ran just fine after that.
